If shanks wanted the one piece he would have gotten it before, if he wanted to become the pirate king very few could rival him, so then why does he go for that stuff now? There’s probably some underlying factor as to why he can’t become to pirate king AKA the freest man in the sea. Some that limits his freedom or sense of being free

For me, I think that Shanks seeks to unite the world in peace and equity. He is someone who grew with Roger, the freest man in the world, while also being related to the Tenryubito, the ones who keep the oppression going. For me, Shanks wont be a enemy, but a rival who seeks to unite the world altogether, be it by any means possible, even if that means working with the WG to do so
